Scholarships and Other Financial Assistance For Study at the ANU

ANU PhD Scholarships

A number of Australian National University Scholarships are available for full-time study leading to the degree of Doctor of Philosophy. Applicants should be of a high scholastic calibre and should have a capacity for research. They must hold a degree of bachelor with at least upper second class honours, or a degree of master, from a recognised university. In special cases, applicants with other qualifications and/or research experience may be considered.

PhD Scholarships are normally tenable for three years and, subject to the agreement of the Convenor of the graduate program, may be taken up at any time during the year. A scholarship provides a basic living allowance (or stipend) which in 2001 was at the rate of A$17,267 per annum (tax free). A married scholar from overseas may be eligible for an additional allowance for dependent children.

Return airfares to Canberra and a grant for the reimbursement of some removal expenses are normally paid to scholars who are recruited from overseas. If the overseas scholar is married before taking up a scholarship, travel and some removal costs may be paid for the spouse and dependent children. Scholars are eligible for assistance with University accommodation. Students recruited in Australia are eligible for an establishment allowance.

There is no set closing date, but applicants from overseas who wish to be considered for an International Postgraduate Research Scholarship should lodge applications by 31 August. Overseas applicants for courses which commence at the start of the following academic year are particularly advised to apply by 31 August, but are not debarred from applying at any time. Australian applicants who also wish to be considered for an Australian Postgraduate Award must lodge their applications by 31 October.

Australian Postgraduate Awards

The Commonwealth Department of Education, Training and Youth Affairs makes available each year awards for full-time study leading to a higher degree. These awards are available to Australian citizens and to people from overseas who have permanent residence status in Australia, provided they have been resident in Australia for 12 months prior to the closing date for applications. They are offered at The Australian National University only to applicants intending to undertake courses leading to the degree of Doctor of Philosophy.

The award in 2001 provided a stipend of A$17,267 per annum (tax free). Students recruited in Australia are eligible for an establishment allowance. Applications for these awards close on 31 October.

The selection committee normally meets in mid-December to decide first offers of awards, but selection often continues into the following January or February.

International Postgraduate Research Scholarship Program (IPRS)

These scholarships are available for PhD and Master degrees by research and cover the full fee only. The full fee for a laboratory-based PhD or MSc degree course is currently A$17,550 per annum. Graduates from all countries except Australia and New Zealand are eligible. Applications for awards close on 31 August.

ANU Master Degree Scholarships

Australian National University Master degree scholarships are available for full-time study in the graduate program of chemistry. Applicants must be of a high scholastic calibre; they should hold, or expect to hold, a bachelor degree with at least upper second class honours or equivalent from a recognised university, and have shown a capacity for research. In special cases, applicants with other qualifications and research or other experience of a high order may be considered.

Scholarships are offered initially for one year but may, subject to satisfactory progress and in accordance with the prescription of the particular study program concerned, be extended for up to a total of two years. Subject to the agreement of the convenor of the graduate program, scholarships should be taken up as early as possible in the academic year for which the offer is made.

A scholarship provides a basic living allowance (or stipend) which in 2001 is at the rate of A$17,267 (tax free). A married scholar from overseas may be eligible for an additional allowance for dependent children. Scholars from interstate are eligible for assistance with University accommodation and are elibigle for an establishment allowance.

Applications for Master degree scholarships close on 31 October. However, applicants from outside Australia should lodge their application with the Academic Registrar no later than 31 August.

Fees, Loans, Accommodation and Facilities

Higher Education Contribution Scheme (HECS)

In 2001 at the ANU all full-time and part-time PhD and full-time master by research students enrolled on a HECS-liable basis who were Australian or New Zealand citizens or holders of permanent resident status in Australia were awarded Australian Postgraduate Awards without stipend. Internal allocation of APAs without stipend is under review.

Postgraduate Student Loan Fund

The purpose of the Postgraduate Student Loan Fund is to enable graduate students in financial difficulties to continue studying. Loans are normally made to cover such matters as the General Services Fee, accommodation, living expenses, travelling costs (where necessary), field trips, academic expenses such as books, and child-care. Where there are delays in receiving income (e.g. Austudy, Abstudy, Scholarship or Pension Benefits) the scheme will usually assist students temporarily.

Applications are considered by a committee of one student and two staff members. The money is lent by the University Co-operative Credit Society. The University provides a guarantee for the loan and subsidises the interest rate.

The ANU Postgraduate and Research Students Association (PARSA)

All graduate students are members of PARSA. The association is an advocate for and represents members' interests both to the University and to the wider community, including Federal and Local Government on matters related to housing, scholarships and stipends, problems faced by international students and educational policy. The association also helps students deal with problems which they may face at a more local level, such as supervision and/or resource problems.

General Services Fee

Graduate students must pay an annual General Services Fee. Money raised by the fee is for the provision to students of services and amenities not of an academic nature. The fee for 2001 is A$195. For international students the fee is included in the tuition fee.

Sports Union

Graduate student membership of the Sports Union is by payment of the General Services Fee. All Sports Union members may join any of the activities organised by the Union and any of the affiliated clubs. These clubs include: Aikido, Athletics, Australian Rules, Badminton, Basketball, Boating, Caving, Men's and Women's Cricket, Fencing, Men's and Women's Hockey, Judo, Jujitsu, Kick Boxing, Motorcycle, Mountaineering, Netball, Rugby Union, Sailing, Scuba Diving, Skiing, Men's and Women's Soccer, Squash, Triathlon, Volleyball and Weightlifting.

The facilities available include 4 squash courts, 12 tennis courts, 4 ovals, a rowing club-house, a sailing clubhouse and a Sports Recreation Centre. The Sports Recreation Centre is a multi-purpose sporting and recreational complex whose facilities also include a fitness centre for aerobics, a climbing wall and an Olympic powerlifting room.

University Health Service

This service offers a confidential primary care / general practitioner medical service, available to all students and their spouses or partners. It is staffed by three doctors - two female and one male, as well as two nurses and a physiotherapist. All medical consultations will be charged for, but most of this charging will be bulk billing to Medicare. The Overseas Student Health Cover covers the cost for privately-funded international students.

Childcare

The following four centres offer part-time or full-time childcare to families of students and staff of the University;

  • Central Canberra Family Day Care

Information for International Students

Fee Paying Students

International applicants for graduate courses should note that in accordance with Australian Government policy, all new students who are not Australian citizens, permanent residents of Australia or New Zealand citizens must pay tuition fees.

Conditions of Stay

Fee paying students are required by the Australian Government to enrol as full-time candidates for higher degrees or graduate diplomas. Students must not count on financing their studies either in full or in part by undertaking paid work. There is far more demand for employment than there are openings available. A full-time graduate degree student is permitted to undertake part-time employment up to 6 hours per week, and subject to prior approval, up to 20 hours per week during the academic year. Spouses of international students enrolled in a PhD or Master degree course are entitled to work full time. Dependants may undertake studies themselves but will normally pay fees.

Before applying for an Australian visa, applicants should check conditions of stay with the nearest Australian diplomatic mission.

Payment of Fees

Before applying for an Australian visa, fee paying students must pay to the University half the annual fee. The second and later instalments are due at six-monthly intervals after the date of first enrolment. A document setting out the University's policy on refunds is sent to every applicant with the letter of offer. These fees include the General Services Fee and the Overseas Student Health Cover Charge. The per annum fees in 2001 are:

Health Insurance

Every international student and his or her family must have medical and hospital insurance while in Australia. It is a condition of the Overseas Student Visa issued by the Australian Government. Medical insurance for international students is operated by Medibank Private and is known as the Overseas Student Health Cover (OSHC). The annual charge is included in the course fees. Details of the scheme and benefits available can be obtained from the nearest Australian diplomatic mission or Australian Education Centre or from the University.

Closing Date for Applications from International Graduate Students

There are no set closing dates for applications for admission to research-only degree courses. For scholarship application requirements refer to the earlier section Scholarships and OtherFinancial Assistance. However, those who are applying for entry from outside Australia should allow at least five months for processing of their enrolment and visa applications. It can take up to twelve weeks for approval of visa applications.

English Language Competence

International applicants should note that the University requires evidence of an adequate standard of English.

Unless your undergraduate studies were undertaken in Australia, Canada, New Zealand, the United Kingdom or the United States of America you will normally have to sit for either the International English Language Testing System (IELTS), conducted by the-

You should send the result to the University with your application or as soon as possible thereafter. The University generally requires: for TOEFL a score of 570 or better and a Test of Written English (TWE) score of 4.5; for IELTS an overall band score of 6.5 together with a score of at least 6.0 in all components of the test.

Scholarships for International Students Only

The Australian Government provides a limited number of scholarships for international students to study in Australia. Many of these students come from developing countries under the Australian Government's foreign aid program which is administered by the Australian Agency for International Development (AusAID). The Department of Employment, Education, Training and Youth Affairs administers postgraduate scholarships for students from developed countries. Some Australian Government scholarships cover full tuition, travel and living costs, and others cover tuition fees only.

 Applicants should write for information and application forms to the Australian diplomatic mission or the Australian Education Centre in their home country. Applications usually close on 31 October.
 
 

Australian Development Scholarships (ADS)

Through this scheme the Australian Government provides a limited number of scholarships for students from selected developing countries to study in Australia. The scheme is administered by AusAID. Scholarships are available for graduate study at all levels and cover tuition fees, a stipend and return air fares.

Eligibility and selection criteria vary from country to country. Applicants must write for application forms and information to the Australian diplomatic mission or the Australian Education Centre in their home country.
